Verso, in manuscript and unsigned, reads: “This is to certify that Mr. W. S. Benjamin of Newbern N. C. / is a Loyal Citizen and is visiting New York / on business. The Provost Marshals of New York & Fortress / Monroe will please furnish him with proper permits to /return.” Benjamin was the author of The Great Epidemic in New Berne, published in New Berne in 1865 and a rare book (OCLC locates 11 copies).
