4to. One page, in full: “In the House of Representatives December 19, 1796. / Honorable Gentlemen / This House have appointed General Pickens, Colo. Mayer, Colo. Tarleton Brown, Mr. Ramsay, Mr. Lee, a Commte to meet your Commte in free conference on the subject of amendments, to be made to the Bill entd ‘An Act’ to vest the power in the Commanding officers of Regiments to exempt the Militia under their command from turning out in the months of July, August & September &c. / By order of the House / [signed] Robt Barnwell speaker.” Barnwell served in the Revolution, rising to the rank of Lt. Colonel, and spent the following decades in a series of local and state political offices and one term in the U.S. House of Representative. Docketed verso of an integral leaf in an unknown hand “Message from the House of Rep appointing a committee of conference on the Bill vesting the power in the Commanding Officers of Regts. To exempt the militia from turning out in July, Aug. & Sept. 1p December 1796.” Old fold lines, but very good. Item #67240
