Birmingham, AL: Police Board of Commissioners, 1909. First edition (?). 12mo. 31, (3) pp. Prints 77 rules, a roster of personnel, and a list of locations for city fire alarm boxes. “Rule 49: Patrolmen shall at all times be courteous and polite to citizens and strangers, both white and colored, doing everything in their power to receive the commendation of everyone with whom they come in contact.” Birmingham police Detective Hugh Tully’s copy, with his ownership signatures on the front endpaper (“Detective Tully / “10/4/09”) and following leaf (“Hugh Tully”); Tully (1876-1913), noted in the roster here a “patrolman,” was killed, along with a suspected murderer in a 1913 shootout, after serving 13 years on the force (several biographical sketches online refer to him as “Detective Tully”). OCLC locates only 1928 (Samford, Alabama) and 1953 (Auburn, Birmingham/Jefferson County Public, Alabama-Birmingham) editions.
