Small rubber stamped date [Jun 24 1938] at bottom of first page. Hoover recounts a brief history of the settlement of Oklahoma by "the mad rush of settlers' wagons as they came crashing onward through ravine and gully, fording treacherous rivers to found Oklahoma City" and the other major cities of the state. With settlement came a criminal element forced upon public-spirited citizens "who used Oklahoma more than once as a place of shelter, the Dalton brothers, Bill Doolin, the Spencer gang and on through to Underhill, Bailey and [Pretty Boy] Floyd...." He assures his audience that the FBI no longer looks upon the Southwest "as the cradle of crime" and he exhorts the graduating class, in an assertive style, to be vigilant in the rule of law in their future careers.
