Stamp of economist Henry B. Gardner who taught at Brown University in the early twentieth century, at head of title page. Unable to locate in OCLC or state institutions. Tennessee like all southern states after the war had considerable debt. This included war debt, debt for rebuilding railroads, and this after a loss of $115,000,000 in slaves. The pamphlet states that all the war had accomplished was destroying the means to repay the debt. Item #66582
