(1) pp. In part: “Whereas, the present war waged by the Government of the United States upon the Government, people, and property of the Confederate States, is without precedent in its atrocity and unchristian character … Resolved by the Legislature of the State of Texas, That now that our presumptuous enemy treads on our soil, in heavy numbers and menacing attitude, we bid him a proud and scornful defiance … our people will evince a patriotism and endurance as great as the occasion and as prolonged as the conflict … [and] record our full confidence in the patriotism and ability of President Davis … as the pilot to carry us through the present stormy struggle for liberty.” Approved Dec. 16, 1863 and signed in type at the end “R.J.
