Some shallow chipping to right margin, snag in text affecting one or two letters, remains of wax seal at lower edge, manuscript name and some number calculations on verso. "Brigadier General Tuttle, having completed his first review of the several regiments composing the Brigade under his command... takes this opportunity to present to the officers & soldiers of the regiments, his views of their present circumstances, and his wishes with regard to their future exertions." He makes suggestions for implementing the system of discipline described in "Scotts Militia Tactics," which had previously been adopted by Congress, the need for each soldier to have a standard uniform, and the efficacy of evening drills to improve duty and discipline.
