Wallis, Richard Sylla, and Arthur Grinath entitled "Land, Debt, and Taxes: Origins of the U.S. State Default Crisis, 1839 to 1842," [revised for the Journal of Economic History, 2004] describes the state debt crisis, when eight states and the Territory of Florida had defaulted on public loans for infrastructure improvements such as canals and banks, and notes that William Cost Johnson's report was considered "the most complete survey of state borrowing up to September 1, 1841." Inscribed by the author to Major Richard Coale; Johnson (1806-1860) served in the House, from Maryland, 1833-1835 and 1837-1843. Original full leather binding, gilt stamped spine label.
