A PROCLAMATION, / By His Excellency, W. W. Holden. / [followed by 18 lines of text and other information concerning the proclamation]. Signed in type by Holden, as Governor of North Carolina, and by Robert M. Douglas, as his private secretary.

Raleigh, NC: 30 January 1869. First edition. Printed broadside, 11 1/2 x 9 inches, employing several sizes of type, noting a vacancy in the 16th Senatorial District of North Carolina and calling for an election to be held on February 25 to replace John A. Oates who had been "banned by the 14th Article of the Federal Constitution." Oates was apparently in violation of Section 3 of the Amendment, having taken an oath to support the U.S. Constitution before supporting the Confederate cause. Apparently not in Thornton "Official Publications." Not in Hummel. OCLC locates six copies (Chicago, Minnesota, Duke, North Carolina, Wake Forest, Washington State). Horizontal fold, with several closed tears at the edges, somewhat browned, but very good. (10300). Item #63852
