Peters (1744-1828), a native of Philadelphia and graduate of the College of Pennsylvania, managed Congress's board of War as its secretary for virtually the entire conflict. He served as a Federal judge, 1792-1828, while also managing his farming estate, producing more than 100 papers for the Philadelphia Society for the promotion of Agriculture, this one "exercising a wide influence in introducing the culture of clover and other grasses" (DAB).
