Horace Binney (1780-1875), who practiced law in Philadelphia for more than a half-century, published three pamphlets early in the Civil War, rationalizing Lincoln's suspension of habeas corpus; here, John T. Montgomery (1817-1895), another Philadelphia lawyer, takes issue with his arguments ("to give the world his reasons for humbling from its hitherto proud position one of the dearest principles of liberty know to free institutions") and criticizes Lincoln's actions.
