William Hale was born in Portsmouth, NH in 1765. According to a sketch in the "Biographical Directory of the U.S. Congress," he was a merchant and shipowner, and served in the New Hampshire State senate from 1796-1800. He was elected as a Federalist to the Eleventh Congress, serving from 1809-11, and again to the Thirteenth and Fourteenth Congress, from 1813-17. He died in Dover, NH in 1848.
