The petitioner, Eudora O. Beals, aged 53, a resident of Washington DC, filed the claim on April 17, 1913. She stated she married Horatio Beals at Volney, Oswego Co., NY, on October 26, 1879. Beals has since been declared insane and confined in the St. Lawrence State Hospital in Ogdensburg, NY. Mrs. Beals is an invalid, and an asthmatic, forced to depend on her relatives in Washington, DC for her care.
Her more detailed affadavit states that Beals "was for many months a prisoner of War in Andersonville and for many years has been failing in mind and memory & has...been regarded by many as mildly insane, that this has finaly [sic] terminated in his becoming entirely so, and his confinement in an asylum."
Horatio Champion Beals (1838-?) was born at Litchfield, Herkimer Co., NY. He saw three years of service in the Union Army during the Civil War, nearly ten months of which were in Andersonville prison. Though married four times (Eudora being his last wife), he had no issue.
