Grant (1881-1968) was appointed Executive Officer of the Park and Planning Commission, a committee charged with three major functions: "...developing a systematic and logical plan for the National Capital and its environs, and keeping that plan up to date...exercis[ing] a certain control over the changes in the highway plan... [and] purchas[ing] land for parks, parkways, and playgrounds."
