Rosecrans (1819-1898), an Ohio native and West Point graduate, served in the Civil War as a Union general, commanding the Army of the Cumberland, and was appointed Minister to Mexico, 1868-1869; he later served in the U.S. Congress from California, 1881-1885, and as a businessman there and in Mexico. He was "particularly energetic in trying to induce Americans to invest in Mexico" (DAB), as evidenced by this promotional for a Mexican mine, "Probably the largest gold mine in the world, in the state of Sonora, about 220 to 250 miles northeast of Guaymas."
