NP: np, nd [early 1880s]. First edition. 8vo. 11 pp. Inscribed at the head of the title leaf "Private / with comps of Gen. Rosecrans." William S. Rosecrans (1819-1898), an Ohio native and West Point graduate, served in the Civil War as a Union general, commanding the Army of the Cumberland, and was appointed U.S. Minister to Mexico, 1868-1869; he was later in the U.S. Congress from California, 1881-1885, and a businessman there and in Mexico. He was "particularly energetic in trying to induce Americans to invest in Mexico" (DAB), as evidenced by this promotional for a bank, which was established in 1884.
