The special meeting was "called to consider the present alarming condition of the country." A committee issued this call for "subscriptions for the balance of the Stock of the United States" in an effort to raise money by issuing treasury notes. Signed by three members of the committee, James Gallatin, Samuel Brown, and Jacob Campbell, Jr. Scarce; not recorded on OCLC.
