Advocating the system "of dividing the entire State into towns or townships ... each being a body corporate, having and exercising all the powers necessary to the management of its own affairs -- a local government by all the people." Relatively uncommon, OCLC locates 14 copies in two entries, one attributing authorship to Stickney. Original printed salmon wrappers (moderately soiled; lightly creased from folding vertically).
