Printed broadside, 19 x 11 inches, employing several type sizes and styles , including display types, all enclosed within a wide ornamental border, corner pieces large and ornamental. Rule 19 sets out restrictions against "free persons of color" travelling on vessels seeking access to the harbor. Not in Hummel or De Renne Catalogue. Unrecorded on OCLC.
