Bates had an important career in the developing Missouri Territory, serving as acting governor three times before winning his own term, and serving as secretary, first of Louisiana Territory, 1806-1812, then as secretary of Missouri Territory, 1812-1820. "He was mainly responsible for the revision of the territorial code, and in 1808 published a compilation of the laws of Louisiana Territory, the first book printed in what is now the state of Missouri" (DAB).
