Announcement and information sheet for the conference. Former president Rutherford B. Hayes was just beginning a term as president of the association, dedicated to "improvement of the penal, correctional, and reformatory institutions through out the country". Topics on the agenda included prison discipline and labor and the Bertillon system of prison identification. Suggested accomodations, travel, and scheduled side trips were also included. OCLC lists only a program for this congress.
