Np: np, 1884. Printed broadside, 21 x 14 inches, employing larger bold type for the title. Wheeler (1836-1906; Confederate cavalry officer, 1861-1865; U. S. Congressman from Alabama, 1883 & 1885-1900; U. S. major general in Cuba and the Philippines, 1898-1900), who rose to the command of a Confederate cavalry division in the Civil War, here addresses his congressional constituents to defend his statements critical of a political opponent on voting rights, specifically property and educational requirements and other matters affecting African-American suffrage.
